Kids roaming in own house, families talking to each other in normal voice at 11pm or later .. is this a offence for people living on first floor, and ground floor always shouting and complaining for that

A.Dear Client
That is not an offence but I think the builder has committed a mistake ( not an offence) in wrongly building the houses or flats that sound from one floor goes to another floor. Since it is a normal human interactions hence it will not be considered as offence.
