You may either proceed to the police station and file a complaint against such person if you're aware of his identity, or, if you're unaware of the person's identity, you may visit the cyber police of your concerned area and file a complaint against such an issue.

Harassing someone using the internet, social media or whatsapp is a crime and also is an act of cybercrime. You can lodge a complaint with the local police and they should be in a position to help you out with that.
