Adverse entry in my APAR

I am a central govt employee. Director of my organization had made adverse remarks on my APAR of 2015-16. He had given me numerical grading 5. He was removed from his post and send back to his parent organisation in 2016 after serious complaints against him.
I've got the copy of APAR in july 2021. i'd given the represtation agaist the remarks to my competent authority. After few months, current director called me and said that that entry will not become the barrier in my promotion and in my career.
Now, few days back, administrative officer has called me and asked to withdraw my representation. He told that, we've to send the letter to former Director because he made the entry in APAR. If his reply found suitable than you may have to face the consequnces. Your MACP may be withheld.
What should i do now? should i withdraw my representation?
