Company not giving relieving letter

I was working as an independent consultant (not employee-employer relation) for a firm based out of Japan. I have completed my notice period but the company is not giving me the relieving letter. They have just sent a mail stating contract terminated. What to do in this case? (In the agreement it is written all laws of Japan will be followed only)
A.Dear Sir,
Normally, relieving letter is not necessary since you are not a employee of that company. Anyway get issue a strong legal notice for getting such letter saying that it is necessary in India.
