A.Dear Client
Section 143 of the U.P.Zamindari abolition ad Land Reforms Act, which authorises the Assistant Collector/SDM of the area to change the nature of a land from agricultural to residential. So, if the nature has been changed then what stops you from getting is mutated?
If the land is in your name then go ahead and get it mutated.

A.Dear Client,

It is legal, you can get mutated if it is registered in your name in the office of sub registrar. But the title of the land should be genuine. The name can be changed in revenue records. After construction of house it will be reflected in municipal records.

A.Dear Sir,
Please consult local lawyer who is expert in local revenue laws. If no such office available then you may approach High Court to treat your case as special one and accordingly directions will be issued.
