Confusion in obtaing SC caste certificate in Gujarat

Sir, I'm born(1999) and brought up in Gujarat. My father was born(1969) in Rajasthan and did complete schooling in Ahmedabad (1st std to College). My father has SC caste(Balai) certificate of Rajasthan. Now i want to get the SC caste(Balai) certificate in Gujarat and same caste is inserted in Gujarat after 2002, but the Social Welfare officer, Tehsildar, Patwari of my district(Ahmedabad) are denying that I cannot get a caste certificate from Gujarat, they also not ready to give central format caste certificate in English(i also told them i don't want benefits of Gujarat). We(me and my father) have Ration card, Aadhar card, Permanent residence, School Leaving certificate, Voter ID of Gujarat itself. My father is living in Gujarat since 1976(approx.), but he can only prove his residence since 1986 by 10th mark sheet . They asked for some proof of my grandfather's residence before 1950 but that is also not possible, and my father's mark sheet of primary schooling is also lost. Then what should I do? Please help sir.
You have to collect whatever documents they are demanding and if not possible take an endorsement from them and file a Writ Petition before a High Court and get a direction to be concerned authorities to issue Caste Certificate.

Sir can i get that SC certificate from Rajasthan, my father has birth certificate, SC caste certificate of rajasthan only. But he has done all his schooling from Gujarat and we are residing in Gujarat only, we don't have any residence in Rajasthan.
If your father has the SC caste certificate of Gujarat as well then you can also apply for the same in Gujarat and get it easily.

No, my father doesn't have sc caste certificate of Gujarat. But can i apply for the same in Rajasthan ?
