Poor quality boundary wall

We have two towers with 40 flat owners in Vadodara which are about seven years old. Our builders have constructed poor quality boundary wall height about twelve feet, part of which is now fall down due to heavy rain and wind. Now builder is denied to take responsibility for the poor quality construction. At the time of taking possession of the individual flats we are only concerned with individual only. Now what actions to be taken with the builder.
