Can a medical institution as for fines without receipt?

My dental college is imposing a fine of Rs.500 per day of leave taken during our internship period. We haven't been paid any stipend which our previous batches got (Rs.2000 per month). The fine they used to take from interns of previous batches was , at the max, Rs.200 per day that too after giving the stipend. This time, we are being denied the stipend and being pressurized for a hefty fine. This is also, without any receipt and they only ask for cash and is all in black. They have not mentioned this anywhere in the prospectus as well.
A.If this not mentioned in the prospectus in any kind, then you're not liable to pay and if they still keep charging you, you can contact the higher authorities regarding this matter
