Exeperience overlaping but not with Duration of course

For a sate govt job The essential qualification was BTECH + 1 YEAR EXP.

I passed every stage of exam but at time of document verification they showed me not eligible due to 1 year overlap in exp. However i have 5 year exp
i joined a job in august 2011 after attending two year Master degree mtech of 2 year duration july2009-july2011....but due to theis work my mtech completed in september 2012.
I have exp from august 2011 to jan 2017 of 5 years and 5 months...
But they rejected me by giving the reason that i have intial overlap of 1 yerar exp.with mtech. How ever they required only 1 year exp as eligibilty as their is no marks weightage of exp years and i have more than 5 year exp... and also there is not not overlaping with duration of regular mtech degree...my btech was completed in 2009. i requested that they can consider rest of exp from 2012..But they denied....is it fair ...Can i move to court for justice and what are chances for me ...
