A.Dear client,
There is always a clause in the agreement that states which and what amounts are refundable and what are not. Booking fee, registration fee, admission fee, etc are generally non-refundable.
However, it is advisable to talk to the authorities and understand as to why are they not refunding the said amount when you did not avail any of their services. Or you can proceed legally by registering a case in the Consumer Court for the refund of your costs.

A.Dear Client
Did you check their refund policies before paying the fees and what was mentioned over there. If the refund policy is clear that they will not refund and you have agreed to it then it will be difficult for you to get the money back. If not then legally you have all the rights to seek the money back. You can send them a legal notice for refund.
Also you can file a money recovery suit but a suit for such a small amount will not be prudent.

A.Dear Sir,
Get issue a legal notice and thereafter approach Consumer Forum claiming not only that amount but also Rs.2,00,000/- towards mental torture. Further, you must say that the coaching is not upto standard.
