Wrong punishment to employee

If some person X forged documents in a office to feed bank details and thereafter drawing payment. After payment, dealing official Y come to know that payment was issued to wrong person. On his own efforts official Y freeze sent amount to X bank account. In this process some money were withdrawn by X. Balance amount which was withdrawn by X is born by official Y.
I have 2 queries
1- What if police investigator blame official Y that if this money was deposited by you, then how can you claim innocence?
2- If employer don't make FIR in this case and culprit is roaming free. It's noteworthy that X has done different cases in different offices . Name of X remains same but name of Y variates.

It seems both of them colluded with each other and the employer may lodge complaint and both of them cannot escape unless some valid excuses are made before the Police or concerned Court.

I am saying this out of my experience of working in SBI. Any wrong transaction or activity in bank is to be reported to the vigilance team by the branch manager or regional manger. I am surprised that even after committing more than one offence X is roaming free.
The matter must be reported to the higher ups and yes there is possibility that Y will be questioned in that event of investigation.
