Regarding construction of boundry wall. Regarding construction of boundry wall.

I have agricultural land which has NH on its front side and major DISTT road on its back end, both the roads are under state PWD , as this land is open from both ends so start animals always gather on my field and does harm to my property, also in rainy reasons water enters to my field from backside , beside this people also through their garbage to my land, as this land is far from my home so can't always be their for its protection, that's why I was constructing a boundry wall along all its sides, BUT now PWD has served me a legal notice to stop this construction, stating that I can not construct a boundry wall with out leaving 5 meter land from both it's ends , there is no point of constructing boundry wall after leaving 5+5 meter = 10 meter land from both sides as the width of this land is only 12 to 15 meters, how can I legally answer this notice and proceed with boundry wall construction.

A.Dear Sir,
You may immediately approach Civil Court since the approach of PWD authorities is illegal and the Court may pass appropriate order in your favour.
