I am 2022 bachelor's passed out from a state university. After I finished my bachelor's I have moved out of country for my master's. My university has still not issued provisional and a few semesters original marksheet. I have sent multiple emails to university but none was answered. Everytime someone on my behalf goes to my university and asks for provisional they say it would take another 1 week and cycle repeats after a week. Inorder to register for upcoming semester I need to provide my provisional but it is not issued by university yet and I requested them to send me mail about the status or how long would it take to issue certificate. So that I can forward that mail to my university and get permission to register for classes in upcoming semester. But my under grad university is unwilling even to send a mail. My future is at risk because of their negligence. Can I file a case against university for this?

A.Dear Sir,
Your email representations may not work out .You may get issue legal notice and there after go to High Court for necessary direction to the university.

A.Dear client,
Check the terms and conditions signed by you during admission in the college and on that basis you may through the advocate issue a legal notice and thereafter if they fail to return the documents file complaint with education ministry and court.
You have right to get your marks sheet from your college for higher studies. If your college claims that they can't provide leaving certificate, get a written statement from them mentioning on what reason they are denying that to you and keep it with you as an evidence. you can approach the court for the same.

A.Dear Sir,

Your emails may not work out. Get issue a legal notice thereafter go to High Court and get a direction to the University.

A.Yes you can file a writ petition against the said University before the Hon'ble High Court of your local jurisdiction... Also send a legal notice to the said University through an advocate before filing the writ petition.

A.Dear Client
You can very well file a case against your university and once you share the details of the university then most probably you can file a writ petition in the High Court of the state where your university or your college is located. Since there is an urgency hence an urgent petition can be moved in the High Court.
