Neighbours kids making noise by running

In the apartment above me, the children living are constantly running in their house at odd hours, like 2am in the morning. I am unable to sleep at night and being an old senior citizen i am going through too many health problems. I have requested their parents to stop them, but nothing is happening. How do I complaint to the police of this harassment?
