Demand Notice for penalty by Custom

I received a notice from Kolkata Custom that in 2017 I purchased some Sex Toy and it is liable for penal Action. And they asked me to pay a penalty of 5000. I ignored it and received a second notice on 26 December asking to pay the penalty in 15 days after receiving the notice.
I was away from home town and reached yesterday to find that I have received a summon from Court to appear on 7th Feb.
Can I go ahead and pay the penalty amount of 5000 via demand draft as mentioned in notice. And as the 15 days period has passsed will my payment be valid and case will be calosed?
