Mentally disturbed from Thesis Professor

I am studying Dual Degree(Btech+Mtech)-5yr course in IIT. My thesis professor first gave me warning letter and told that he will extend my degree but everytime when I went for guidance I did not get any help and he did not even allot me a phD mentor to complete my thesis. Then I went to another teacher to change my thesis supervisor so I can be relieved from my old teacher but the HOD did not allow it. And then they scolded my supervisor professor to take me back. Today when I went back to him he said he will give work and I would not get any help from him and phD students and I have to submit else he would not give me my degree. He kept giving me warning letters that if he extends my degree then only I am responsible and told me to leave my degree if I did not do the work. I worked very hard in JEE to come here and this is my final semester and I am very much mentally disturbed from this. I even cried infront of him to which he said do not be a girl and even told me that I can go to the director or even make the president call him and that he is not scared. I feel helpless and I do not know what to do. My dept HOD is not changing my supervisor also. What should I do
