GST concession on Residential property GST concession on Residential property

I have booked an apartment with Casagrand Builders in Apr2019 with 12%. I opted PMAY and subsidy got credited into the loan account on Mar 2020. During Nov 2022 only i came to know that, we also get 4% concession in GST.
When i ask to revise the GST, the builder says they can not do as they already paid the GST to government.
The handover is still pending and i yet to pay the final demand. i also shred the notification F.No. 354/52/2018-TRU dated 7th May, 2018 that am eligible for get this benefit on later time. But still the builder refused to revise the GST.
Please do clarify whether i can get the government subsidy on this.
Thanks.
