Apartment association failed in providing Minimum Eminities

I am one of the flat owner out of 20 flats, from the beginning we don't have proper association, even though we don't have but one person Mr. X is collecting maintenance amount and spending it as his wish. Watchman also appointed by him only and he is not performing his duties properly with the support of Mr. X. In past some things and fuel in many bikes was also theft by watchman, but he was continuing with support of Mr. X. Watchman is also not responding to me regarding his duties. Some minimum facilities like common lights, damaged Ramp, cleaning of dumped garbages, opening & closing of gates by watchman, fixation of comman bathroom door nd taps in cellar and with Mr. X and watchman I am facing many more problems and causing mental Agony. My neighbours were also not supporting me bcoz of Mr. X thretening, with all the above problems I had already stopped paying my maintenance from 5months now I am getting pressure from Mr. X to pay the Maintenance amount. Without clearing all the above problems and change of new watchman how can i pay sir. Kindly help me from this situation.
