Chawl Owner opposing SRA Redevelopment

we are staying from 1970 in chawl in mumbai vakola kolekalyan , recently in 2013 sra redevelopment started in vakola kolekalyan locality and our area was declared as SLUM as per Gazette which was of 1977 ,
In 2014 our chawl owner took meeting and made false statement that the land belongs to him and we can bring our Own Buiilder . SRA Suvery authorities were going to visit each hutment as owner opposed SRA Survey, the survey did not happen. we each room owner did not understand what to do . now 10 years have passed , Other chawl redevelopment work has started.
Chawl Owner had forciably collected rent (small amount)from each room owner from 1990 to 2000 to create tenency record(pagdi system) and he has named the chawl with his personal Name just to make a record .now each room owner are in fear whether where they should go .. and each room owner feel they dont have any rights of taking decision as they are tenants. They are in impression that all rights of redevelopment are with Chawl Owner.

Please guide , can we complaint in SRA against chawl Owner or take some legal action
