using Abusive language towards an employee

can i file a complaint against an employee in my office who is abusing me without any without any interaction with him before the whole circumstances occurs.

You can always lodge a complaint to your senior/ management for this kind of behaviour and if he does that in front of others then you can also file a case for defamation against him
