Have I really sexually harassed someone?

A female colleague (my ex who had cheated on me) contacted college authorities, complaining about rumors about her character that I was allegedly spreading. I received a mail saying I was being investigated under POSH. The Internal Committee (IC) called me for a meeting.
The professors in the IC were sympathetic to my side. They understood I was only sharing my pain with friends, who told my ex about my rantings. However, the 3rd party social worker was very harsh - saying they won't move ahead with conciliation unless I admitted my actions sexually harassed her. I was accused of stalking as well because once I had TEXTED her during a fight that I shall wait for answers outside at a bus stop. But I never stalked her or approached her after the breakup.
Reluctantly, I admitted my actions mentally harassed her. We then moved ahead to conciliation, which included my signing an apology letter - which didn't include 'sexual harassment' as a word. Am I really guilty here? The IC guaranteed to me everything was settled confidentially, but what are the future implications, if any?
