in a house having 4 flats, flat owner of ground floor who isn't residing there is throwing garbage/scrap material in open area at his portion, which is creating filth, mosquitoe & rat eruption and creating problem for other house owners. what can be done regarding this?

A.Dear Client,
In standalone housing complexes having a small number of residents, it is a common nuisance faced by the residents of the flat everywhere. In the absence of a registered flat owners association, you along with other flat owners facing the same nuisance, may politely approach the flat owner of the ground floor to refrain from such indecent practices that become the cause of concern for other residents. In no change in practice is observed after multiple requests, you may bring the indecent practices of ground floor resident in writing to the notice of the Municipal Authority and also to the notice of DM/SDM informing them that such an unethical and indecent practice affected the health and hygiene of other residents staying in the same premises and around the premises. Sometime physical and collective contact by all the affected residents of the area with the concerned authorities works faster to resolve the problem.
