Transfer Certificate from College Transfer Certificate from College

Hi,

I have submitted by Transfer Certificate to my college but due to some financial reasons I was not able to continue the same. I studied there for 2 years before opting out from it. I want to restart my education for which I am seeking an admission in different colleges. They require my leaving certificate of class 12th, but it is with my old college. They are not willing to give that 12th Passing Certificate to me. School is not cooperating as well. They are saying you need to check with your college in which you took admission. What shall I do in this case? Does college have the right to deny my certificates to me?

2. Complain against the erring Principal to the University/Education Board and request it's immediate assistance in getting the Marks Card and TC.
