Housing society Registration.

Dear Sir,
In line with above subject, I would like to point my problem that.
Next to my home in GUJARAT, One 5 Story apartment containing 45 flats situated. As we are next to apartment, as well as not having multi story building have to suffer some notorious activities by the residing families of apartment.
As this apartment has not formed housing society, hence doesnt having any legal Administration Body of the Building. So that, we neighboring people not able to address any authorise person of Building and instead we have to raise our problem with one to one flat owner.
So how to over come from this situation legally?
One more question is.
In GUJARAT, Is the Forming of Housing Society or any kind of legal bodies for the administration of the apartments is necessary or not?
