Sainik School denying Transfer certificate

My son studied in sainik school Bijapur from 6th std to 10th Std(5 years). Since fee structure is high and too low quality, i withdrawn the admission and admitted in the private college. Sainik school pressurizing to repay the scholarship amount received by state govt to grant his TC. court has ordered Principal Secretary Education Department to issue TC within 3 weeks from the date of receipt of the order. No answer till today. 1) what is the option available for me ?

Dear client,
You may file a civil contempt case against the department for not complying to the Court order.
