Sainik School denying Transfer certificate

My son studied in sainik school Bijapur from 6th std to 10th Std(5 years). Since fee structure is high and too low quality, i withdrawn the admission and admitted in the private college. Sainik school pressurizing to repay the scholarship amount received by state govt to grant his TC. court has ordered Principal Secretary Education Department to issue TC within 3 weeks from the date of receipt of the order. No answer till today. 1) what is the option available for me ?
You may file a civil contempt case against the department for not complying to the Court order.
You may get issue a legal notice enclosing such Court orders or directly file contempt petition before the same Court.

sir please help me wheter following sentences are coreect as I am applying for RTI to sainik school. dont have clarity on "scholarship waiver" or "scholarship waiveoff"
"The number of students who have been granted scholarship waivers (Scholarship waive off) for the Academic Years 2018-19 To 2022-23 and the reasons for granting or denying scholarship waivers (Scholarship waive off) in each case. Any official communication, circulars, or guidelines issued by the organization regarding the dissemination of the student list and scholarship waiver (Scholarship waive off) details to the scholarship recipients."
