Regarding obc ncl certificate

Hii i have a question regarding obc caste certificate. It would be a great help if you would answer me.
I am a native of Bihar. I was born and brought up in Bengal. I used to visit Bihar in my vacations so i don't have any id from bihar. My father was born and brought up in Bihar. He has his caste certificate of Bihar. So can I get my obc ncl central certificate from bihar?If yes then what is the procedure? I fulfill all the criteria of obc ncl. Like my caste is in the central list and i also fulfill annual income criteria.
Actually i am appearing in neet , and for college allotment i need obc ncl caste certificate. In there it's mentioned that the candidate or their family "ordinarily reside(s)" in that area. And this "ordinarily reside" has the same meaning as the "section 20 of the representation of the people act, 1950". And i am not really getting what does it mean. Do i need to live in Bihar to get the ncl certificate? I am really confused. So if you have any idea about it then please let me know.In my aadhar my address is of Bengal coz i have lived here my whole life. And I have already started the procedure of getting the obc ncl certificate from bihar but there people are telling ki i need to change my aadhar address in order to get the certificate. Can you please guide me?
According to the OBC NCL Certificate granting authority's requirements, you must change your address from Bengal to Bihar. Aadhaar information cannot be corrected online or at kiosks set up by different banks. To change the address on your Aadhar Card, you must submit an application to the relevant BDO, Circle Officer, or other Gazetted Officer of Ist Class, along with copies of your birth certificate and your father's caste certificate, and have it certified by one of the aforementioned individuals. After receiving the certification, the information is uploaded to the UIDAI portal so that it can be used to alter the applicant's address as needed and issue a new AADHAAR card. hence, you must contact the kiosk of a relevant place in Bihar
AADHAAR is now a statutory document required for a variety of purposes, so you need to change your address from Bengal to Bihar as required by the OBC NCL Certificate issuing authority. No correction of Aadhaar details can be changed online or through kiosks arranged by different Banks. You need to apply to the concerned BDO or Circle Officer or any other Gazetted Officer of Ist Class enclosing therewith your birth certificate and your father's caste certificate for change of address in Aadhar Card through the prescribed form available at the respective Kiosks of the Bank and get it certified by the anyone the aforementioned authority. On receipt of the certification, the data is uploaded to the portal of UIDAI for necessary change in address and issue of fresh AADHAAR Card to the Applicant. So you need to contact any Kiosk of relevant place of Bihar for the purpose.
