Neighbour car false alarm noise problem.

Hello,
I, 30s male, live with my mother and sister in an apartment on first floor and the car parked below my house in common society parking keeps making noise overnight by false alarm triggers. We have raised our concern and given many warnings to the owner of the car but he wont fix it, this has been going on for more than a year intermittently.
How can I takle this issue legally to get a good sound sleep without this noise nuissance?
Any advice is highly appreciated!
