Neighbour built a one storey fence and covered it with sheets Neighbour built a one storey fence and covered it with sheets

My property is located behind an apartment. They have purchased the plot next to mine and converted it into a play area and have built a metal fence that is 15 feet and covered it with sheets. The children keep making noise and play cricket causing loud noises. We approached them to take it down but since they refused to take any action. We filled a police complaint, but to no avail. The police asked us to file a writ petition in the court. But lawyers have asked me to approach the commissioner for inaction of police. Please advise
