Noise from the high bass music from the neighbour below Noise from the high bass music from the neighbour below

I live in a 7-storey building on the 5th floor. The house owner just below us(on the 4th floor) has installed music system in their ceiling. They play music twice a day(for about 1.5 hours in total). They play music with high bass, and because of this, our whole floor vibrates.
We have followed these actions :
1. Asked the neighbour calmly about 6 times(to stop the bass)
2. Asked the building supervisor(block member) to intervene.

It seems that this neighbour does not wish to cooperate. This has been happening for the past 6 months and now feels uncontrollable.

What can I do about this?

A.Dear client,

Check Local Noise Regulations: Research your local laws and building regulations related to noise levels and quiet hours. Many areas have specific regulations that limit the amount of noise allowed during certain times of the day. If your neighbor's music violates these regulations, you can use this information when discussing the issue with them or escalate the matter if needed.

Document the Noise: Keep a record of the dates, times, and duration of the music disturbances. Note how the noise affects you and any specific disruptions it causes. Having a documented log of the problem will be helpful if you need to involve local authorities or management.

Talk to Other Neighbors: Check if other neighbors are also experiencing the same issue. If multiple residents are affected, you can collectively address the problem, making your complaint stronger and more influential.

Write a Formal Complaint Letter: Draft a formal letter detailing the issue and the steps you've taken to resolve it. Address the letter to the neighbor responsible for the noise and provide a copy to the building supervisor or management. Be polite but assertive in stating the problem and the desired resolution.

Discuss with the Building Management: If your previous attempts haven't resolved the issue, escalate the matter to the building management or homeowners' association. Provide them with the documented evidence and formal complaint letter. They might have policies or procedures in place to handle noise complaints and can take appropriate action.

Involve Local Authorities: If the issue persists despite your efforts and the building management's intervention, you may need to involve local authorities, such as the police or local noise control department. They can assess the situation and take appropriate action if the noise is violating any local regulations.

Mediation: In some cases, mediation can be a helpful approach. A neutral third party can facilitate a conversation between you and your neighbor to find a resolution that works for both parties.

Soundproofing: In the meantime, you may consider soundproofing your apartment to minimize the impact of the noise. Adding rugs, curtains, or acoustic panels can help reduce vibrations and noise transmission.
