QUERY ABOUT OBC CERTIFICATE

my father is born in gujurat and i am born in Maharashtra...my father is living in Maharashtra for about 35 years and don't have a obc certificate from gujurat state as well, but my caste name is there in the central obc list. Can i make my central obc certificate without have state obc certificate
