Family - case against my sister-in-law

Can I file a case against my sister-in-law if she is a toxic person and she's disturbing our peace of life?
She is also mentally harassing my differently-abled sister by reacting to her deeds. She (sister-in-law) has been in my family for around 7rs but still, she behave differently in the sense she just wants to live with her husband (my brother). My family is a peace-loving one and we do not want her to get into trouble. But as of now, it seems really impossible to change her attitude and it started destructing our peace. I'm a civil service aspirant hence I'm already under stress due to studies and other things, and side-by-side my sister-in-law is started to yell at my differently-abled elder sister. Now I'm finding it difficult to deal with her with patience. Since my brother is keeping silent there's literally no one to control her behaviour. I really want to know that if I give a complaint against her at my nearest police station, will that help? I'm afraid that the law will support her just because she is the in-law of my family and she's an outsider. And also I want to know if I file a case against her will that affect my future in govt jobs?
