mental harassment - I am 19year old boy

I am 19year old boy learning in a private college. I have medium length hair backward(not covering my face) and also short beard. The teachers are forcing me to take a haircut and clean shave my beard and mustache. If i didn"t obey them ,they said they will not allow me to write exams and cut my internal marks. Is this fair to college boys when women in this college have hair till their leg and also have coloured hair?
