Harassment - My neighbor is verbally abusive

Hi, My neighbor is verbally abusive, and is causing trouble to every other person in the neighborhood. We share a common compound wall, and they always pick a fight with us for silly matters, like they complain that water from our pipeline is dripping/falling on their property and purposely throws water on our house. when the same thing happens from their end, we dont say anything. They have grown bushes around their house, all the leaves from that falls on our land, My mom usually cleans all of them without causing any drama. But they always verbally abuse every other person in the neighborhood. Nobody is happy with them. They dont let us live in peace. Can I file any complaint against them? If yes, Can I ask few other neighbors to be the witness or do we need any other evidence.
Take up the issue with the local authorities like Nagarsevak, Corporator or any designated authority. You may make a complaint through them in the police station under charges of defamation, insult etc
