Domestic violence - mother used to live in a very small village

First read the whole situation/story
My parents were married in 1997. My mother used to live in a very small village. My mother struggled a lot after a couple of years of marriage.Domestic violence has been happening with my mother since few years of marriage. My father got government job in 2009. He is a government teacher.My mother has been facing domestic violence for 25 years. my father is an alcoholic During these years, he did some such acts of alcohol: ..1)one night he Open the gas cylinder and keeping it in front of my mother and us, closing the house and lighting a fire.
2)All of us children had gone to school, at the same time my father hit my mother's thighs very hard with a bat, my mother screamed very loudly, which made the neighbors come
3)My father also once hit my mother on the hand with scissors, due to which she got 7 stitches.
4)They ask my mother for dowry after 10 years of marriage and also use abusive words against my mother's family.
5) He abuses us all
6) He don't even give my mother financial help (for "ghar kharchaa") somehow we manage
7) we said him for divorce but he said he will never give divorce to my mom not even give compensation regading that..
8) and we are unable to have a good lawyer because we are not capable to pay his fees
9) we already filed a case in women helpline centre
10) we have lot of proofs also..about his domestic violence + economic torture+ mental torture.
There is much more things to tell.. .....
Sir/ma'am please suggest me the roadmap that what we can do in this situations .. Also what legal sections will charge against him regarding physical+mental+emotional+economical tortures.
And also if my mother wants divorce what will happened next because my father doesn't want give her a divorce ....
You can lodge a complaint or an FIR against your at your nearest police station.
You can also file a case against your father under section 498A of IPC for mental harassment. Section 12 of Domestic Violence Act can also be used to support your claim. Provisions under Dowry Prohibition Act can also be used.
In case, your father does not want to give divorce to your mother, you may file a divorce petition on the ground of cruelty provided under Section 13(1) of the Hindu Marriage Act, 1955.
