I had applied for mutation of my purchased land online in my circle office in Bihar. My application was rejected by giving remarks that there is less land in Register-II than the land mentioned in the application. As the next course of action, I applied for Parimarjan(Rectification) online but it was kept pending for more than 7 months. Then I lodged a grievance through the Lokshikayat portal. Then Circle Officer replied that there is overwriting in register-2. I proceeded forward before first appellate authority, but first appelate authourity did not hear it seriously and gave a decision that the aggrived can file case in ADM Court.
Since I am serving in force, I could not appear before the second appellate authority physically. That's why he also rejected my request and continued the same decision.
This is the case of an indirect way of corruption. When I made a complaint against Circle officer through lokshikayat portal, he tampered with details in Register-II as he or his subordinate is the sole custodian of this register. Perhaps this was happening because I had not undergone his malicious practices of bribing and brokering in Circle Office.
Now this is the point of concern that -
1. With what intention has the Circle Office kept my rectification application pending for more than 7 months, when it should have been disposed of within 30 days?
2. If the custodian of Register-2 is Circle Officer or any of his subordinates, then why can't they be held responsible for tampering in it?
3. Why should the common citizen bear the brunt of the mistake of the department?
4. With what intention has the Circle Office kept my rectification application pending for more than 7 months, when it should have been disposed of within 30 days?
Neither authority bothered to reply to these basic questions, nor endeavoured to solve my issues. What should I have to do?

A.Dear client,
We would advise you to approach the High Court. You can file a writ petition under Article 226 of the Constitution asking the High Court to direct the department to do its job

A.Dear Sir,
You are correct. But the system failure and government failure is the reason behind all such incidents. Please approach the High Court and get favorable order.
