Applying passport for my child from another state as a single mother

Dear Sir
I am a single mother from Kerala would like to apply for my son's passport but as per Kerala rules it is not possible. Kindly advise if I can apply from Karnataka?

For minor applicants, present address proof document in the name of parent(s) can be submitted. It is advised to carry original and self-attested copies of parents passport to Passport Seva Kendra (PSK), in case parents possess passport. For minor applicants, documents can be attested by parents.

In the year 2016, the Ministry of External Affairs finally passed new rules to ease the passport application process. The new rules state that the name of only one parent is enough. These new passport rules come a few months after the Delhi High Court ruled in 2016 that single mothers can apply for passports for their children without the father's signature. There's no such demand regarding the mother's signature from single fathers — it's only for the ladies/single mother. Further, recently, the Karnataka High Court granted relief to a single mother by ordering the Passport authorities to consider her minor son’s passport application without requiring the consent of her estranged husband. According to a single-judge bench led by Justice M Nagaprasanna a provision in the Passport Manual directing the single parent to obtain permission from the authority, Annexure D should be submitted by the legal guardian while applying for the minor's passport if both parents are not available. So, as a single mother, you can apply for a passport for your minor child from the concerned authority of Karnataka State.
