If a resident has their own house in the society but is living somewhere else on rent, is there any rule for providing any kind of position in the housing society? And can they manage the society from elsewhere? If yes, then how should a conversation be approached with that person in case of issues, considering they are not even residing in the society?

A.Dear client,
Generally housing societies have their own bylaws. It all depends on rule framework of your society. Generally its mandatory for a person to be a resident of the housing society to be a member in the society. Please go through the rule book

A.Dear Client,
Society is run by its Byelaws. Being a resident owner of the Society you are already admitted as a member of the society. Your present place of residence got no role to play if you want to occupy a position in the Governing Body of the Society contesting an election. However, on selection for any position through an election, how can you discharge or manage your assignment being a member of GB of the Society depends solely upon you. But being a resident member of the society when you are staying outside the residential complex spread out a negative message amongst other members especially when a selection of any position of GB/EC is based on the election through a majority of votes cast by the resident members of the Society or housing complex.
