Police verification rejected my application without any valid reasons

First time i applied for my passport and i was rejected because of address issues and 2nd time my application is rejected after police verification saying that there is difference in birth date in birth certificate and in school leaving certificate. But both documents have same dates...i don't know why they do this to me second time also...but now what i have to do? Can i apply third time with new application or what should I do ?

The Ministry of External Affairs has released a list of documents that must be submitted, and if you do not follow it, your application will most certainly be rejected.
Unclear documents: When you apply for a passport, you are required to submit copies of supporting documents. If the copies, which are submitted by you, are not legible in a way that obscures the information, or makes it difficult discern it, the chances of a rejection of the application goes up.
Fee not paid: When you apply for a passport, you are expected to pay a certain fee for said passport. If you fail to pay the fee in the given time, your application for a passport could be reject.
Failure to complete police verification: While you can get the passport even before the police verification is over, the process of the application is not complete till this verification is done. In case you have been involved in a criminal investigation but the charges against you were dropped, then you might need to submit the certificate affirming the same.
