Neighbor creating ruckus by keeping 5 unvaccinated stray dogs

This is regarding the extremely abusive lady kept 5 stray dogs without vaccination & their together echo barking creating massive nuisance & every one is willing to take action against her. We have discussed with her many times for resolution but she is threating us under animal cruelty law. Most of the neighbors belongs to senior citizen but unable to take any action.
