Destruction of internal roads in front of houses.

Internal roads of society are being converted into tiled ones illegally. Way in front of our house has been completely blocked. On contacting je(roads),no action was taken as he referred to the work done by govt . which is completely untrue as it is being done by rwa in connivance with area councellor.What action can be taken in this regard as rwa has been continuously violating rights of society people?
