Can we do construction on custodian property if we have been living there for the past 60 years. The building is in a very poor condition

Twelve year is the period to raise title by way of adverse possession. Custodian is only the person to take care of property and to safe guard the property he may construct but cannot develop the same and claim such expenses from owner.
