Troublesome neighbours

We live in a apartment that has multiple flats per floor. We have kept our shoe cabinet outside for past 2 n half years and started keeping some plants out as well sonce past few months. Out immediate neighbour has been against it the entire time . Even though they have their cabinet out and have also taken over the common balcony and lobby/ passage with their plants, ply wood, sunmica etc. they have done few damages to our things and our side of the wall. They keep moving our cabinet, encroach on our parking, keep destroying our plants, throwing garbage, and we have heard them making defamatory statements about us. Also we have heard them threatening us outside our door. And it keeps escalating. What can we do to live peacefully and stop this abuse from happening further????
In the given situation, if there is any registered society formed by flat owners, you can bring the matter to the notice of the Society or the Registrar of the Societies for a resolution in the matter, failing which, in an extreme situation, after serving a legal notice to your neighbor, you can report the matter to the police and file a criminal suit against them in the Court under Sec.268 of IPC for public nuisance claiming damages.
