I have been recommended to prepare an affidavit stating my caste as "yadav" and stating my father's NCL status in order to get first generation obc certificate from Bengal. There are 2 types of affidavit, for minor and for adults. I'm an adult but born in 2003. And in affidavit a clause is mentioned stating "if the person getting obc certificate is adult he/she is a permanent resident of Bengal since 1993". As I am an adult I need to choose "affidavit for adults". But I am 2003 born and not a resident since 1993. So what should I do?

A.Dear Client,
The application for issuance of a Caste Certificate can be filed online at the website address at www.castcertificatewb.gov.in. As per the updated procedure for issuing of caste certificates circulated by the Backward Classes Welfare Department, Govt. of West Bengal vide OM No. No. 1204-SBCW/MR-67/10 Dated: 27.07.2015, Clause 8, Note. 2: It is to be mentioned here that the applicant has the right to apply even without any documentary proof in support of his claim and no application shall be rejected merely on the ground of non-availability of documentary evidence about caste identity, residence, or citizenship. In such cases, certificates from the Prodhan of the local Gram Panchayat, the Chairman of the local Municipality or the local Councilor of the Municipal Corporation along with the findings of the inquiry shall be considered to be sufficient. Note 3: One document like EPIC can be proof of several items like identity, address, citizenship etc.. So, you need to clarify the matter from the office of the competent authority as stated above and take steps accordingly.
