Disturbance due to Building Construction Next Door

Building construction next door has been causing the below mentioned issues:
1. Sucked dry the Ground Water
2. High Noise level at 7 in the Morning and during the day
3. Debris from construction falling on my house
4. Cement Dust flowing everywhere, covering my house in it, reaching inside the house, spoiling all plants
5. Multiple fire incidents - a transformer in front of my house which is right behind their building. Many a times they spray/pour water on the transformer leading to short circuit & couple ot instances the plastic sheet put by them caught fire
6. The civil line workers fighting with loud noise late at night - multiple instances
I have already called the cops by dialling 100 once as they had broken a few sheets on my terrace (few months ago) and they're still giving a response that we aren't finding labour, we'll get it done soon.
Please suggest how do I go about it, I'm ready to file a law suit as well with signature from neighbours confirming the same also I can produce proof that these folks don't use the right PPE posing risk to the safety & security of workers as well as others.
