Does Cyber complaint affects the visa process

I was one of the victim of Telegram task scam. They used to pay some amount for small task and after that told us to invest, I didn't invest and then they kicked me out of the group. After few weeks my account got hold by cyber cell and then it came into light that the person who had filed the complaint against me was the person who transferred me those 150 rupees. I seek the help of my home branch and the cyper cell in which the complaint was lodged. No progress in the investigation. I had talked with them via call, emailed them breifing the whole situation. I'm not at fault but I don't have enough proofs. Now I'm having a background check for Job in Hongkong and I'm afraid that this might cause problem. What should I do? I can't seem to reach the Cyber cell as I am from Kolkata and can't travel Ahemdabad(the cyber cell where complaint was lodged). I

You can get a visa issued maybe for a short duration even during the pendency of criminal proceedings against you in court or before any law enforcement agency subject to permission of the concerned Court or law enforcement agency. The Allahabad High Court has ruled that a person's application for a visa/passport cannot be withheld merely on the ground that the applicant has a pending criminal case.
