I am given to understand that as per the RTO rules 2022 carrier on cars are prohibited

If you are definite and sure then get such circular and approach High Court and get a mandamus direction to the Ministry of Transport of your State or Principal Secretary of the Transport Department etc., to check such lapses on the part of car owners and drivers.

Hence, no official or police will be able to give a ticket or fine you for a carrier on the rooftop of your private, registered car.
