I have enrolled myself in BCA (Distance Education) via lateral entry scheme (Direct 2nd year/ 3rd semester) at lovely professional university, Punjab. my admission was taken in November 2023 via online mode as its distance education, suddenly on 14 march 2024 i receive a call from the university that that the lateral entry scheme (Direct 2nd year/ 3rd semester) is been cancelled by UGC and now you have to take admission via 1st year/ 1st semester. they gave me 2 choices either i take refund for my fee which i have submitted (i.e. 14100 inr) (out of which 600 inr will not be refunded) or start from 1st year or 1st semester. I asked them for refund they gave my a form to fill and send them scan copy of it via same whatsapp after signing. when i gone through the form i denied signing it as in that form it was written that " I am myself cancelling my admission and asking for refund". i told them to give me in written how much fee i will be refunded but they denied. i have also sent a mail to their "ombudsperson" in grievance dept. but no response even no one is replying now. I have all the communications of whatsapp and calls recorded from starting when they verified my documents and gave me admission. I enrolled into BCA lateral entry coz i was getting direct admission in 2nd year and BCA will be of 2 years for me. after that i was about to give state civil services exam. but now i am over age for police service as i have to do 3 years bachelor degree course from ignou. What can i do for these fraudsters ? i have gone through their refund policy it is clearly mentioned their that after 30 days from admission no claim will be given and its been 5 months from admission date.

A.Dear client, you can complaint this issue in UGC's greivance redressal portal. And also can file a consumer complaint in the consumer forum of the jurisdiction of the university.

A.Dear Client,
Both AICTE & UGC are the regulatory bodies of almost all the technical, non-technical, and conventional courses carried on by the universities, deemed universities and other private educational institutes. You can escalate your grievance before these authorities online. Further, to streamline the stakeholders' grievance redressal mechanisms, UGC has merged its existing portals/ helplines except Anti Ragging Helpline and developed a new portal "UGC e-samadhan: A step forward: Service to Stake Holders" which would be a single Window system for all the stakeholders for registering their complaints/ grievances on the portal which would be available 24x7 with a click of mouse. A toll free No. 1800-111-656 will also be available on the UGC website 24x7 for lodging complaints by the stakeholders on any issue faced by them. So, following the above steps and serving a legal notice, if the matter is not resolved you may file a writ petition under Article 226 of the Constitution to the High Court for appropriate relief in the matter.
