common Corridor Issue

We live in A apartment 4 floors & 40 flat with small corridor , Mine & my mom Flats are side by side only last 4th Floor, so we kept a common front grill & We will open whet it requires, Now Opposite flat owner is always opening his gates & Shoe rack kept in middle of Staircase even we cant go for terrace , when we are there at flat she always do like that & one plant Pot also kept in front of her home like it will come almost middle of corridor, we questioned so many times but she always do same thing & keep on quarrel, Main Part of issue is-She will clean the shoes in a weird way make sounds, spreading dust all around, (if possible i can share a video_) always she will roaming up& down again Spreading the dust with door mats like anything, Spying on us like anything.
This what we are facing lot of nuisance in our Floor, Even our Maintenance president can not do anything and not all considering as complaint if complaint against on her.
Can u please suggest how rid of this.

Try your level best to resolve the matter amicably with mutual understanding for a peaceful co-existence, otherwise, litigation may drag away the matter for years damaging the cordial relationship between the co-residents of the apartments.
