Nuisance to me by my neighbor

I have recently moved my apartment bought 10 years ago. I found that in front of my flat, my neighbor (opp side) whose main door is 10+ feet away from common area, has fixed a shoe rack right opposite to my main door and windows. All my efforts to get this removed has failed even through Society Committee. When I discussed this in the WhatsApp group of the Society, he addressed me as "Senseless". I have taken photos and videos of his family movement on this shoe rack and keeping all dirty items like tire, tube, cleaning items, broken buckets and also stinking socks. How can i charge him for (i) nuisance-shoe rack (ii) addressing me "Senseless" in the group WhatsApp. It is annoying to look at this shoe rack and dirt and also feeling humiliated for getting addressed as "Senseless".
In the given situation, escalate your complaint before the Registrar or Dy. Registrar of Cooperative Society for a resolution in the matter failing which you may approach Cooperative Court for the cause. Additionally, you can file a suit against your neighbor for public nuisance under Sec.268 of IPC before the Court for an appropriate order.
