Please tell me - what to write in RTI

Sir/Madam, BIRTH CERTIFICATE (released from govt website: crsorgi.gov.in) of my son
(DOB:2nd july 2013) had DATE OF REGISTRATION:04-10-2021 .
I have applied for a FRESH Duplicate copy of BIRTH CERTIFICATE in OCTOBER,2023
But this new copy shows date of registeration 04-10-2010
How could it be possible that the child who is going to be born in 2013 but his date of registeration in the birth certicate is 04-10-2010.....?
In year 2010..how did anyone come to know that a child is going to be born on 02-07-2013?
please tell me what to ask/write in RTI so that PIO is not left with any excuses .
1.I want its FULL RECORD which should contain"on what DOCUMENTAL BASIS these both certificates are produced " and "UNDESIRABLE CHANGES are MADE."
2.I want to know the PARENTS'S AADHAAR NUMBERS linked to these BOTH CERTIFICATES
Under the Right to Information Act, 2005, only information as defined under Section 2(f) of the Act can be requested from the Public Information Officer. Hypothetical questions and queries seeking exempted information under Sections 8 & 9 of the Act are not permissible. Rule 3 of the RTI (Regulation of Fee and Cost) Rules, 2005, mandates an application fee of Rs.10/-, payable via cash, IPO/DD/Bankers Cheque to the Accounts Officer of the concerned Public Authority. Registrars appointed under Sec.7 of the Registration of Births and Deaths Act, 1969, serve as State Public Information Officers. If unsatisfactory information is received or none at all, an appeal can be made to the Appellate Authority under Sec.19 of the RTI Act, 2005.
Under the Right to Information Act, 2005, an application seeking information other than information as defined under Section 2(f) of the Act cannot be asked from the Public Information Officer. Even any hypothetical question, prefixing "why, how, what etc including the information which is exempted from disclosure under Sections 8 & 9 of the Act cannot be sought from the Public Authority. As per Rule 3 of the RTI (Regulation of Fee and Cost) Rules, 2005, an application seeking information under sub-section (1) of Sec.6 of the Act should be accompanied by an application fee of Rs.10/-by way of cash against proper receipt, IPO/DD/Bankers Cheque payable to the Accounts Officer of the concerned Public Authority. The Registrars appointed under Sec.7 of the Registration of Births and Deaths Act, 1969. by the State Govt for each local area under Municipality, Panchayat or other areas are designated as the State Public Information Officer under the RTI Act. If no information is received from SPIO or on receipt of unsatisfactory information there is a provision of appeal before the Appellate Authority under Sec,19 of the RTI Act, 2005.
